IIRC in the time travel arc, it was revealed that Evie's mom and Olivia were students of "the Sage", a very powerful magic user who fought a demon king. Evie's mom offered her body to seal the king's curse (which was then transferred to Elsa), while Olivia was unhappy about that and threw in with the demons herself. Basically, she is Evie's long-lost evil aunt?

I think the world building in this story is... not its strongest point. I'm having a hard time following the plot, but I haven't enjoyed it as much lately to take the time to reread it. Glad to see I wasn't the only one who had no idea who this Olivia was, at least.
