I just realized why it has the "Official" tag, I think: this translation is probably done by, or with the express approval of, the artist. It's not that this is an official manga for a series, but rather an officially sanctioned English version.
Which is also pretty cool!
The art style still has me wondering, though. It's very atypical for (Japanese) manga, and the artist's name is about as non-Japanese as it gets (even taking into account the usual types of pen names!). But it sure looks like it's set in Japan, so ...who knows?
I'm pretty sure they aren't Japanese though; probably some flavor of SEA if I had to guess. Thai or Indonesian, if you put a gun to my head. If they are Japanese, they are a massive westaboo, because there's very little reason for anyone in that country to be familiar with all those little references and phrasing things the way they do.
Also I'm reasonably sure Patreon is accepted in Japan. Technically yes, but it's tricky to deal with, apparently?
