Considering how Nozomi had just managed to "let go" of Mizore after all those years of keeping Mizore under her shadow, it wouldn't be too farfetched to say that she feels immense guilt for what might have seemed like indirect manipulation and suppression. Nozomi is probably afraid that if she were to confess then her act of "letting the bird free" will just pull Mizore back in her old cage.
