Chapter 152 openly reveals that only Ucchi has true love feelings towards Tomoko, while others just want to be best(?) friends despite their so called yuri bait actions. Ucchi face here is just a face or pure maiden fallen in love!
Somewhat similar situation happens with Yuzu and Kaede in SakuraTrick, love through pain of loneliness and endless waiting and fear of being rejected.

^^That seems like a pretty poor read of the other's characters, especially Asuka's. My point still stands though, Ucchi hasn't done a real effort for knowing the true Tomoko. Yes, Ucchi has issues on her own to work out but she needs to understand herself first, before hoping to aspire to make something meaningful with Tomoko.

As far as I can tell, (apart from being a gag character) Ucchi is only popular because of how strongly she comes off. If Yuri, Asuka, or even Nemo ever showed any kind of irrefutably romantic feelings for Tomoko, I bet the Ucchi shipping would drop dramatically. ￣\_(ツ)_/￣
