Nanase is clearly in love with Fuuka. As you can see in chapter 17, Nanase blush slightly when Fuuka get close to her on the floor in the compartment. Not only that, but Fuuka might also have secret feeling for Nanase that she don't know yet. She is so focus on Yuni coz she is coping and doing the copium. She look to Yuni for comfort becoz that's all she know. I think at the end they will come together becoz of they shared feelings about Yuni and will end up fall in love.

Also I think Fuuka says in chapter 25 that she want to be Yuni mommy because she think of her like a kid.

While I wouldn't rule out a three way relationship given the author's drawn exactly that multiple times, including on the very first page of the series, I don't think you should count a single blush as evidence of love in basically any case, not just this one. A person's face can flush for a lot of reasons, like stress and anger for example.
And I don't think Fuuko thinks of Yuni as a kid, she just saw her past love as a mother and thought "I want to be like that, but without the being tied to a man part". It's an immature, incomplete line of thinking but then she is a child after all. My estimation of how Fuuko sees Yuni would instead be to see her as a princess in a tower, someone for her to win as the hero of her own fairy tale like her books.
