I fail to see how Seungha taking her apple, giving her milk she didn't like and grabbing her hand are bullying. She was just an annoying kid at worst, and nothing we have seen so far compares to "pulling hair/shoving down".
I fail to see how that is not bullying. Of course, it largely depends on whether that was something that was happening repeatedly (which it seems to have been?) or not. However, is someone —who is merely an acquaintance and not a friend/family member— taking your food without your permission anything other than bullying? As the person who you're quoting said, that is exactly the equivalent to the typical "he's just teasing you because he likes you, that's how boys act" mentality, which I think really needs to die sooner rather than later. Handwaving behaviours like that as simply "annoying", when the actual person in question is bothered by them, is exactly what encourages them to continue.

I totally agree with the gist of your argument—I think this series intends to be way fluffier than many people here have been taking it.
Just because a series intends to be fluffy, it doesn't mean that it comes off as such.
That said, I don't agree with the people who say that Chaeyeon was only very uncomfortable and stressed during their interactions, since she is clearly attracted to Seungha. I think mostly she's confused and uncomfortable because her attraction is clashing with the image of the bully she had from when they were kids.
God, I can kind of see it both ways, like either Seungha knows exactly what she's doing, or she's nothing but good intentions and has no idea of the conflict inside Chaeyeon's head.
I really feel like she has no idea. Just like when the were in elementary school, I think she's "teasing" her, without realising that she hadn't really left the best impression to Chaeyeon. Even when she asks "Do I make you feel uncomfortable?", she's completely satisfied with the answer and doesn't seem to pick up on Chaeyeon's quite uncomfortable expression...
As for the last chapter:
I thought they were supposed to "cook and eat together while making conversation", so how come they barely exchange three sentences?! Lol
