It's all fantasy when it's mentioned in comics,usually saying "in so and so year,same sex marriage was legalized" at the very beginning,same with harems and the like.

In certain prefectures you can get 'partnership certificate' but it's still not the same as full legal recognition. A Japanese court ruled last year that banning same sex marriage was unconstitutional, but the Diet still haven't passed any law to recognize gay marriage.

Yes. It is indeed fantasy at the moment. Things are changing, and there's a lot of grass-roots support, but the government is super conservative. Just few months ago, LDP's politicians were spouting hateful anti-LGBT rhetoric straight to media. For example, indicating that only good citizens are those who breed, or that "equality has gone too far"... So yeah...

Recently, there was a court case that decided this limitation to marriage in Article 24 is unconstitutional, as it goes against Article 14 of the same document. However, regardless of that, lawmakers have to actually take this issue to the table and change the Constitution. Which is far easier said than done, because Constitution also has things relating to status of the Defense Forces.

I'm hoping that the author doesn't introduce a character/plot that somehow complicates their relationship, these two are so ridiculously in love with each other that it wouldn't make any sense. Though I could see either of their parents maybe causing issues at some later point in the series, Hii didn't look to thrilled to inform her parents that she and Haru were getting married.
