I'm in the same boat of believing that Hiromi (onee-san) actually wants to be with Meguru, whether romantically or as best friends. She kept bringing up their father as a source for her actions, meaning they are not self-guided decisions. Instead of inter alizing those actions, she still views them as someone else's commanda over her. She doesn't want to get married but is doing it in order to see Meguru again within their father's jurisdiction. In other words, stating "this is what father wants" = Not saying "this is what I want." In addition, she kept reminding Meguru "I hope you'll understand this is the right thing" and no mention of what Hiromi wants. She never stated her disapproval of the old ways, and she never even said she loved the man or really wanted to marry him. All I'm saying is, there is room for interpretation.
Although, I do question Hiromi's intentions and true feelings. In ch.16 she never told Meguru she didn't want to do that stuff, just that it was wrong. But then she reported everything to their father, I guess, because she felt responsible and guilty as the older sibling?
Also, Kasane, get your head out your ass and don't act exactly like Onee-san! Gonna end up retraumatizing poor Meguru.
