I'm pretty sure this is just Worksafe Netorare by proxy. By my understanding, the main draw of NTR (besides the sexual aspect) is the anguish of seeing someone you care about (Significant other, mother, little sister, etc) go off and be taken away/'stolen'.

I feel like the attempt of the writer is to get people feeling this anguish by putting these two main characters close to each other (in terms of 'screen time'), then making up so many circumstances to keep them from linking up their hearts like a proper pairing.

The loop of this series is seeing Fujishiro repeatedly fail to understand her feelings and thus fail to make significant steps with Kurokawa.

Somehow, someway, someone is (platonically) getting off to this.
