Disagre. It looks the plastic cigarette holders with the remains of a cigarette. Think of the tough old dragon lady stereotype. In a lot of ways it reminds me of the much older plastic nicotine "cigs" that had a saturated element inside, pre-electronic.

She did smoke in the first chapters but by the time the anime it changed into that. And going by the anime, yeah, it looks like an electronic cigarette. Thinking about it, this is the first time I've seen smoking censorship in anime.
