The Beyblade they're using seems to be Storm Pegasus(Blue) and Fang Leone (green), the beyblades of the main protagonist and rival of the second serie.
Creating tornados is Leone's ability. So, either Hinami gave Tsukino the blue beyblade she's holding in the first panel (and is thus the one controlling the Leone and causing the tornado), or Tsukino is the one who generated a tornado without realizing it.

I guess Tsukino-chan didn't know that Moses once parted the sea with a Beyblade.

It's not elaborated upon, but yes it's an actual thing in a backstory in metal fight (the 2nd serie).
