This looks like it could be interesting, but—and I know this is silly—I just can't get over the fact that two of her subordinates thought it would be a good idea to invite their female boss to a girl cafe, especially without already knowing if she's interested in other women. There is no part of that that doesn't feel incredibly awkward.

That seems off, given both how random their first two meetings were and how much effort she's putting into maintaining the three identities.
Originally, I was going to guess that the blonde persona is how she likes to present herself, the black haired persona is just a convenient look for her job at the bar, and the male persona is her old identity and she still has to use it from time to time. With that setup, their first and second meetings would have been entirely genuine, with her taking the opportunity to reach out at the bar. The third meeting, in the male persona, could have also been genuine or partially engineered (that is, she wasn't expecting to run into Tatsuki, but when she saw her she contrived the thing with the wallet to get a chance to speak with her). This would have been more spur of the moment, in case she wasn't interested in women or found the meeting at the bar off putting). Finally, their last meeting is obviously intentional, but mostly just as an extension of the third meeting, in case Tatsuki does like women, but didn't like the girl at the bar, for some reason.
So, less "hair-brained scheme" and more "person with multiple personas haphazardly taking advantage of unexpected opportunities."
With that said, at a minimum, I think my original idea for how the personas relate to each other is wrong, largely due to the phones. I could see her having separate male and female phones, if she wants to keep those parts of her life separate, or separate work and personal phones, either for the same reason or due to company requirements. Separate phones for male, female, and work, however starts to stretch things, especially if the only main difference between her blonde and black haired personas is the hair color and if that's primarily driven by the atmosphere the bar wants to create. However, in that last scene, she has somewhere between four and 6 phones (one or two of the rectangles on the desk might just be folios), which points to something else going on. Also, just in general, it seems like an inordinate ammount of her living space and life is dedicated to maintaining these personas, since the entire apartment seems to be filled with nothing but the various costumes and props that she needs and the layout is dedicated to presenting and storing them, rather than anything she might do in for herself.
Overall, I still think the first and second meetings were likely genuine, but I'm much less sure about the third and I think there's a lot more going on with her persona switching than just being trans.
Finally, one last note, it could just be the framing, but it seems like her actual hair is shoulder length and blonde, since you can see a wig with long black hair and another one with short blonde hair, which would also account for the only empty manikin head we see. If that's correct, then it also indicates a meaningful personal preference on her part, since I would expect her natural hair to be short if it was purely down to practicality and she frequently wears wigs.

If it makes you feel any better, the tags had me thinking there two of the three personas were the same, though I went back and fourth on what the pairs were as each one was introduced, so I was already primed to accept the reveal at the end. With that said, there was a moment where I thought they were all different people after all three of them gave her their contact info, so I was at least a little caught off guard by the ending.
