Kon isn't toxic in any way. To me, she's really innocent and dependent of Ai, of course there are some Kon's actions that will make you say "nooooooo, don't do that my dear", everything she does has a reason even though the thing may be not the best thing to do, but she doesn't do any thing that is toxic as what Ai does to her.
Hell, she begs Ai to be with her because of dependence, this relationship is the one Kon really felt good and that she was loved, will she just give up immediately? Of course not. Kon's dependence is knocking the door violently because what Ai is doing to her.
Yes, Kon choose AI knowing what's coming, but how would she know that after a long time of peace? And they seemed alright after a (apparently) good resolution of Kaede and Ai's thing if we don't look in the eyes of a reader.
Edit: I meant by innocent the fact she believed Ai with all of her problems would be a good partner if they stayed together and lived their life and that isn't a good or a bad thing, just... Really sad in a way. Sorry for the misunderstanding.
