Can someone please break down the characters and their names and place in the story? I am having an incredibly difficult time of keeping up with not only the pacing of this thing, but also who each character is. I've read every chapter, but still can't make heads or tails of who everyone is.

Two pov chapter. That was glorious.

Loving both couple so far. Each characters have their own charm and i can't have enought of it.

Usagida and Kumakura are way too cute together, I can't handle it. What did we do to deserve their adorableness?

I liked how this chapter was handled. With the first half focusing on the Showa Ballads Record Club members, and the second half showing the same events but from Usagida and Kumakura's point of view.

Can someone please break down the characters and their names and place in the story? I am having an incredibly difficult time of keeping up with not only the pacing of this thing, but also who each character is. I've read every chapter, but still can't make heads or tails of who everyone is.

Lemme give it a try:
In order of appearance...

Yamada Mikoto
- "Miko Club" member; recently transfered to this school; speaks in Kansai-dialect; rather shy and insecure, but energetic once she warms up; likes Nekozaki, very much so...
- dark (brown) hair; in school-uniform with braided hair (one tail) and glasses; in miko attire with two (only sligthly wavey) pigtails down her back, wore her hair untied on her first day at school (when she met Nekozaki)..
- nicknamed "Mi-chan"

Nekozaki Ren
- student council secretary; cool, serious and collected with others, save some angry outburts and deadly glares; soft and gentle with Mikoto; loves Mikoto and is aware of it; roommate with Kobayashi Tsubaki; has pollen-allergy.
- bright (sandy colored) hair; pigtail on left side and long bangs on her right.
- I think the others (Airi in particular) randomly started calling her "Nyan-nyan"... prolly a play on Neko-zaki.

Kobayashi Tsubaki
- studen council president; wears her emotions on her sleeves; takes rules serious but also has good humor about infrictions; is roommate with and cares about Nekozaki, but as a friend; prolly the only one not coupled.
- medium-dark slightly ragged hair; tied up at her neck with a black ribbon.

Bengin Ritsu
- character-wise may be the tomboy of the series; "Showa Ballads Record Club" member; roommate with Shishimaru Airi, a bit mischievous and rather outgoing.
- all but her (black) bangs are bleached (blonde? I need more colored artwok!); long hair, each side a strand of hair falls over her shoulder to the front; tends to wear some kind of collar.
- doesn't like being called by her last name, Shishimaru does it anyway.

Shishimaru Airi
- on surface level more collected than Bengin Ritsu; quite stubborn and good at mind-games; roommate with Bengin Ritsu - they fight a lot but we know the saying...
- (depending on panel) chin-/shoulder-long straight medium-dark hair.
- occassionally called "Maru-chan".

Kumakura Takuya
- frail and sickly girl but with lots of enthusiasm; "Tokyo Fashion Club" member; "childhood friends" with Usagida (they are lovers); very concerned about showing PDA at school.
- long, blonde hair; usually has black ribbon in her hair (like a maid?).
- Usagida calls her "Takkun", others may call her "Kuma-san".

Usagida Yozora
- "shut-in club" member; enjoys her sleeping bag; lacks confidence; in relationship with Kumakura Takuya, very devoted to her.
- beneath her sleeping-bag, she's very pretty; chin-/neck-long wavey not entirely bright hair.
- ...Airi nicknamed her "Yoru-chan", I think? "Yo-chan" is used more frequently, tho.

I hope that helps. (And I feel your confusion: I actually asked out loud "..and who's this again?" only to realize it was Kobayashi (student council prez) who randomly jumped in to confiscate Shishimaru and Bengin's money.)

I know that it's no longer being updated, but I have no idea if there are new chapters yet-to-be-translated. If there are, I imagine interest would be somewhat low for them, since there's a whole new series coming out that's pretty much an upgrade.

The magazine it was being run in turned into all porn so Arata Iri rebooted the series elsewhere - so yeah, Todo no Tsumari no Uchouten is dead, long live Come Rain or Shine

The series ran for 14 chapters (2 volumes) in Young Comic (so most of it is untranslated). Its publisher was going to move it to web serialization. I guess this might be because Young Comic was changing direction toward more erotica but that's not certain and other reasons are possible. But then it was announced that instead of carrying on as a web manga it would switch publishers and ended up restarting in Dengeki Daioh, where the number of yuri manga has been increased in the wake of YagaKimi.

Best thing that could happen is for the school to burn down and close before I have to stick pencils into my eye sockets to forget all the stupidity I've had to read to try and get to the main idea. The story is just too cliche. The redo is somewhat better if you could just get rid of those other club members except those 2 that are featured in the redo "Side Story" which is fantastic. Also, the redo artwork is much improved.

I still like this one, there’s still charm to how wacky the characters are tho I do love the progress of the other one and the redesigns, I like the chemistry between Nekozaki and Mikoto better in this one, plus I like that Nekozakis a bit more clumsy
