I don't know about Japan but in my country (Vietnam) it pretty normal

The protagonist shits me to tears and the plot is as thick as oxygen. I gave it a chance but I can't stand to read any further

It's common if the family is middle-high class, unless that they know the owner of the place, then it would probably be cheaper.
It isn't rare but it isn't that usual either.

Not like it's really illegal in America. Some people let their teen live alone witch he just partied all and in the end he got drunk drove and killed some of his friends and a family going home
