In a monarchy, no matter how good the relationship is it would have been absolutely impossible for Riri to actually ask Ooma-sama out, and it would have been purely at the whim of the monarch himself. Unless she herself could be a candidate for a legitimate marriage, at best she might have ended up a consort and at worst, been executed for being a weakness/"handle" for others to use to manipulate the demon lord.
But that’s what I mean, all the negatives you listed could also have happened even if Ooma took the initiative first. Ooma taking the initiative shouldn't change their circumstances either.
Riri getting executed, kidnaped, killed, etc. to manipulate the demon lord would still happen even if Ooma confessed or asked her out first.
Neither she or Riri had to confess in front of everyone, they both could have confessed in private. So either of them could have done the first move.
I understand how monarchies works in real life, but this is a fictional story. Ooma is not the type of person who act like this

But if we use how monarchies work in real life and assume Riri is not a marriage candidate, even if Ooma was straight forward with her attraction things would have ended similarly (in nothing)
What Riri implies is that if Ooma had taken the initiative, things would have progressed, meaning a relationship was possible. but if she was a “unfitted partner” since the beginning, Ooma taking the initiative wouldn’t change that, it was improper for both parties to make move.
Still, I am sure that this will be talked in future chapters, as we can see in a flashback that Riri was cautive and Ooma wanted to get her out
