The whole concept of this red thread thing as presented so far is wild - seems like it didn't always exist (as classmates are telling Tsumugi that "times have changed", and unbinded love is unusual "in this era", and they used to make unbinded love movies but they rarely do now), so it's something that just suddenly started happening at some point in time?
That birth rates billboard might even imply this is somehow a part of government plan to fight the issue, which would be a wild combination of science fiction and supernatural, because how exactly do you engineer something like that? :P I'm kind of sad that this manga will probably not dive too deep into any of that.
And yes, I agree that so far this shapes up to be an interesting concept that will most likely be squandered, and it went in the direction that seems opposite of what would be interesting, as this probably will just converge to the usual romance, just in a slightly unusual world. But maybe it's unfair to say that after 2 chapters, I'm certainly still interested :P
