You know, it's actually sweet that Norika is nothing but supportive towards Rira and her emotional baggage. There's no "you're a bad girl" or "you're dirty for liking this" - Rather than attempt to isolate her with shame, humiliation and guilt, Norika from the beginning has only told Rira that she's a good, hardworking and honest girl that shouldn't be ashamed about wanting things. It's exactly the kind of praise, affection and encouragement that Rira clearly lacks at home, yet craves more than anything else.
Therefore, I elect that this manga should get the wholesome tag.
