They are vampires. What else do you want them to do? Report her to the police and cause more animosity between humans and vampires? That would be counterproductive to them. They are trying to integrate vampires into human society after all. They probably gave some form of compensation to Hitomi's family to shut them up and bury the issue.
oh, and our heroine once again shown she's jumped into the situation with absolutely no knowledge, then didn't learn anything for months and months, and now for readers' convenience gets a bit of lore dumped onto her.
That's not strange. There is clear foreshadowing that she was an orphan living in poverty and jumped into this for money. She doesn't really have any interest or motivation to learn about vampires. At least not until one of her roommates snacked on her other roommate. lol The author set that up as a trigger to motivate Utao to start learning about vampires.
It all just feels kinda sloppy.
No, actually the writing is pretty solid so far, imo.
Wanting her to be undercover so she can quietly observe and interact with students .... only to then give her an official position so she stands out as someone apart from ordinary students.
It's only natural the plan changed considering what happened with Sara and Hitomi. The sublet approach wasn't working. With an official position now Utao has an excuse to interact and figure out problematic students before another incident happens. It's a bit more risky for her, but if the Chairman insists on having human students in the Academy, they need to find and deal with possible dangerous elements before something happens.
