It's a matter of the rules of the school. Especially nowadays, it's a big no-no for instructor date students in any capacity, especially between an undergrad and a professor. It's considered an abuse of power. In real life this has very good reasons, because a good number of women (and the occasional man) have been pressured into unwanted relationships by their instructors. It's much harder to prove that someone sexually assaulted you than to show that they're in a relationship that is explicitly forbidden by the school.
In the manga, I don't care, Maria-sensei endgame. But the mangaka isn't pulling this plot point out of nowhere.
Actaully in real life colleges do have solutions to this situations. Both parties (the faculty member is a must) need to report the relationship, or potential relationship, to a special division of a College (sometimes called civil rights division). Faculty member will rescind all power that he has directly or indirectly over the student. This include not teaching any classes the student is in. Not supervising any T.A. that is responsible for grading the student's exams. Not supervising any T,A.'s lectures to the students. Resign from all committes whether it is academic or social concerning the student. Not being a supervisor of the student. This is especially true when it comes to the thesis. Any privikedge that the faculty member can grant to the student is rescinded. Several high ranking officials and department faculties will also be informed.
If a situation cannot be avoided, for example, a class which the faculty teaches has no other alternatives lecturers, then some form of education plan will be made so that the student can fulfill the requirement. Sometimes you may even take the class in another institution under special arrangement, These are so called part of the back up plans when the faculty first made the report. There are guidelines that have been formed exactly for this type of situations.Seldom used, but they exist.
The rules do not apply to romantic partners or spouse whose relationship started before their enrollment to the school, but they still need to report to the civil right divisions.
Failures to disclose your relationship with a student to the department can lead to suspension or termination. This is especially true if there is a whistle blower reported the relationship before the faculty member filed it first.
So while it is not adviced to do so, and can be career damaging, it is not a completely prohibitive behavior for a faculty member to date a student. But it will take extensive planning to eliminate the power imbalance between the two persons involved.
Finally, if the two persons involved are from two different departments, then it is not as strict. If both persons are from two different schools within the College (Such as the British system where a University is made up of mutiple colleges, or American universities which professional majors belonged to a totally different school within a College), then there is no need whatsoever to disclose. So if you are an art professor and dating a law school student, there is no need to report. If you date a music student (different major, but both belonged to the humanities department) you need to report but the backup plans probably is not needed, But if you date an art student, then things will be very complicated, probably with a large and complex backup plan. Or the department may outright tell you to either break up or resign. Or maybe if you have good luck, become a visiting professor for another institution until the student graduate. Of the student in the art department can always switch to become an accounting major in the business school, but changing school within a College usually mean you have to start all over again because frequently the basic class requirements are of totally different types.
This is a manga. Otherwise Maria should clearly stated that if she date Mei, she can be terminated. The wise thing to do is to search for a visiting professorship chair in a nearby institution if she is truly serious about Mei. It can be a sacrfice. Finally, we do not know if Mei is a psychology major or not. She herself can also switch major or transfer. In any case, Mei X Maria is practically sunk.
My backup ship is Riri. I don't have a good feeling of that one either.
