... well the way the story is laid out, they did not kiss - getting reprimended for earrings happened after the "incident" (or at least that's what "I saw it" implies), so since she didn't overlook the earrings, then the kiss didn't happen :P

Honestly the lay out of the story is confusing...I feel like the kiss is the solution to the earrings, and the way it ends it seems like the kiss in exchange for not telling the teacher is a good deal...but it's weirdly implied to be a flashback...so it doesn't really make sense to me.

There are more important things than rules. ^_^

No, the kiss and the bargaining takes place after she gets reprimanded. Saying "I saw it" only implies that the narrator is speaking at a later time. Most fiction is written in the past tense. She gets her earrings back after school because the public morals officer had confiscated them until then. There is no flashback, the story is linear.

My mind did it's job and finished the story for me, Miss public morals officer was actually serious about wanting that kiss and miss earrings got nervous since her plan backfired, she tries to call it off but the public morals officer moves to kiss her.

Being gay overpowers the rules.
