Uh, whether most of the world uses the 24hr system is completely irrelevant to what I was saying. I was just confused why the change because the Japanese title clearly uses the 12hr system.

I did miss the English title on the cover was "pm 13:00" though, my bad. I realized the "pm" was in the wrong position but completely missed the '3'. I guess my brain filtered out because using 24hrs and also 'pm' is a bit weird.
