Yeah, she definitely could still have long hair in that panel. Unfortunately I can't find any other depictions of Koakuma that might come close to having short hair. My guess is this picture's Koakuma is just a fan design.

@Reiba Wow. You're really stretching to twist that into a victory, huh? Sheesh. She used the Whatever Staff to shoot a familiar that is weak enough to be defeated by normal humans without any powers. Not sure I can even count it because she used a game breaking weapon, but whatever. Please. The fact that you needed to bring something so minor up kinda shows you have no ground to stand on. Avoiding all the comments above, I think it's beautiful and I'm a little jealous don't know why and I'm snot gonna look to deep in to it but it's a very beautiful piece of art!
