Clone tag probably not right. There's a fan theory that there's two Koakuma's because "Koakuma" isn't a name but a description ("little demon" iirc) and because there's been a Koakuma depicted with long hair and one with short hair like this image.

^^ ER, why would fans guess there are 2 Koa because sometimes she has long hair sometimes short? Have they never heard of haircuts? some other chrs have had different haircuts too before.
^That is SO small and from the front - she might well have long hair still just behind her back

Yeah, she definitely could still have long hair in that panel. Unfortunately I can't find any other depictions of Koakuma that might come close to having short hair. My guess is this picture's Koakuma is just a fan design.
