THIS IS MY OPINION, RESPECT THAT PLS...
Best: Takemiya Jin, Mochi Au Lait, Hachiko, Milk Morinaga (some works is good, some works is shit) (I didn't like Girlfriends), Tatsubon (create my favorite yuri manga), Lee Eul (just for Blooming Sequence), AnaKris (for Cross Heart only), Ooshima Tomo and Towa (i like that couple and their draws-doujins), Nio Nakatani (hey, she's really good writer), Kang Unnie (for Moonlight Garden) and Kuru (Color_LES), and that's all my favorites and who i consider the best yuri authors in my opinion (for now, there is more but i don't remember)

Worst: Kodama Naoko (just one of her works i like it, the other ones i consider shit), I can said tMnR just for My Unriqusted Love, her doujins are good but her write skills are weak (i consider that story crap), Saburouta for her stupid drama...for now that's all the authors that i consider good and worst...what author you consider good or bad guys?

Overrated: Mochi au Lait (sorry)
Underrated: Yotsuhara Furiko, Fujieda Miyabi
Best: Harasaki, A Kiss in the Blood is the best yuri.
Worst: Saburouta
Best: Nishi Uko, Amano Shuninta, Akuta Fumie, Shimura Takako, Ohsawa Yayoi.

These two are the first I thought of, because of their amazing writing skills.
Kishi Torajirou - While the irony of a straight (?), married, middle-aged man being my favourite yuri manga author isn't lost on me, I think he's just a step above the rest. He manages to create a sense of realism in a way that (usually) isn't grim or depressing, and also writes extremely natural-sounding dialogue, though I imagine the dialogue could come off as awkward if it's your first time reading something by him (unsure of how the English translations of his works are regarding this, as I read them in Japanese).
Hitoma Iruma - Specifically for the Adachi to Shimamura book series (since the topic isn't just manga), which I can't recommend enough to any yuri fan who can read Japanese (it hasn't been translated). While actual romance is on the lighter side, the series is packed to the brim with emotions and fun and interesting characters.
Worst:
I find this harder to narrow down, since I generally just don't read stuff I don't like. Still...
Kodama Naoko - She's very much found her niche, which just happens to be a niche I really, really don't like.
Shimura Takako - I just don't enjoy her storytelling. At all. Aoi Hana/Sweet Blue Flowers was an incredibly unsatisfying read to me. "Realistic" doesn't necessarily mean enjoyable, after all.

Off the top of my head, my favorites are Momono Moto, Kodama Naoko, and Imura Ei.
Those really sticky dramas are just so much fun to read.
I don't know if I have a least favorite. My least favorite yuri manga was by Amano Shuninta, but I enjoy most of her other stuff, so I can't say that I dislike her.

-White Angels Have no Wings. When you mentioned worst yuri this was the very first one I had in mind.
-ALL OF Pito’s works! Her Pet, My Joy, etc. burn them all!
-Moto Momono’s works. Her works are incredibly unsettling in tone and there are dark undertones that rub people the wrong way sometimes. Her characters just have too much angst and most of the time they behave stupidly.
-NTR. Do not read this unless you want to cheer on a pair of shitty girls treat one another like shit and their boyfriends like shit.
-Scum’s Wish: This ain’t yuri at all. It’s a one sided thing from a side character...
-Citrus. I know people are gonna jab at me for this one, but there is too much unconcensual touching and making out in the beginning and middle that are fetishized. The fact that these horrible scenes are fetishized and the main character just gives into it sometimes triggers traumatic memories. The story is subpar as well. It’s a shame because Yuzu is actually one of the best Yuri characters I have ever known. She is the best written character in the manga. If you’re in it just for Yuzu, then by all means read it. She’s the only thing worth it. Why is this manga so popular?...
-What Does the Fox Say? Is porn. It’s your textbook definition of the traditional Lezhin webtoon: Lots of sex, lots of unnecessary drama, lots of angst, and family drama with companies involved. Every character is a bland, cookie cutter or hateful piece of shit and the story was ripped straight out of K-Dramas. Might be a savory piece for the guys though, if you’re just looking to beat your meat. The art has no fluidity whatsoever. They are just painted pretty mannequins posing in certain ways, it’s creepy. I suspect they are traced from the author’s photographs and not naturally drawn.
-I Fell in Love for the First Time: If you’re into pee licking fetish you might like it.
-15-Sai: Fuck this.
-Serenade: Ick. Avoid this like the plague at all costs.
-The Third Party: Written by a dude who knows nothing about lesbians (as admitted by himself at the epilogue) and writes some dumb typical shounen work that got him a prize (how the fuck did he get awarded for that work, I will never know). The art looks derpy and they all look cross eyed. The story is shit and most characters I want to strangle.
Sorry to be harsh on my criticisms, but I am honest and not gonna hide anything or bandwagon.

And Serenade was very anger inducing till the end because of that one mentally ill student chick who holds the professor in her grasp bc of blackmail. The story is terrible because of that one character alone. The ending is actually a good ending (can’t spoil it though), but not the satisfying ending I was looking for in this series...
I just don't pay enough attention to authors (and many write precisely one story anyway). I'd be more inclined to list individual series - but even there I can't say I have one that I'd consider complete awesome to the point of blowing everything else away and holding it above all others. Hm. ^^

A mangaka I always like to recommend is Takemiya Jin, especially her series "Fragments of Love".
A big downside to her works is that her art is suffering from same face syndrom, though.

Also I just looked up Pitos works since they seem generally disliked (at least in this thread) and just read the first 10 chapters of Her Pet and...yeah it's pretty fucking weird alright.

I'm curious, what's better about the manga? I watched the whole anime and quite liked it, even though it didn't finish adapting the story.
