According saucenao.com it's go_kohske. This particular image was deleted along with the artist Pixiv account, but you can still find it via TinEye.com: one of the result. Use iqdb.org as starting poing for manga/anime image reverse search and then proceed to other suggested sites.

Come on, guys, stop complaining about the “chapter” length. The artist draws two pages per week, so it’s more like a webcomic. If you wanted a 16-page chapter, you’d have to wait for two months.

you're right, as much as I'm feeling cliffhanger, I also think we took things for granted for something we read for free. I also had tried drawing manga pages myself, it's hard and time consuming

in fact, I think if the story can grab people attention with just two pages per chapter, I would say author had been doing a good job, the story catch people attention since the readers didn't drop it yet lol
