The problem is the charm is the only solid evidence we have, and it points to Juna being the magical girl. Not only she has the charm, but in chapter 26 the charm responded to her feelings and started glowing:
Yeah, if the author plans her to not be despite the only evidence pointing to her, the author would probably have made a chapter explicitly reminding us that that isn't enough evidence... oh wait
Think about it. All the girls working for the evil organisation are former magical girls captured by their evil lord. This was confirmed in chapters 27-28. This means Junna was a magical girl. That much is confirmed. Junna was a magical girl.
So that's evidence number one: Junna was a magical girl in the past.
In the past, Hane gave a magical girl a charm, and now in the present time Junna has the charm.
So that's evidence number two: Junna has Hane's charm.
We also know that Junna doesn't remember her past. She claims NOT to be the magical girl who saved Hane, but she actually doesn't remember that. In fact, if Junna wanted to prove she's not the magical girl that saved Hane, she could easily do so by explaining how she got the charm. But she didn't, because she doesn't remember.
So that's evidence number three: Junna doesn't remember her past so any claims about her past coming from her POV is unreliable.
Finally, for some reason, we see in chapter 27 that the charm responds to Junna's feelings.
So that's evidence number four: Hane's charm responds to Junna's feelings.
On the other hand, we have no actual evidence suggesting that Junna is NOT the magical girl who saved Hane as far as I can see. Hane's friends doubting that Junna is the magical girl doesn't constitute actual evidence.
