I also like the skirt designs. You don't see that often so when they draw them longer I'm happy because I think it looks better.
The way I understand it, skirts that are that long (to the ankle) tend to be a style that indicates the girl is some sort of delinquent or gang member or something, especially when combined with light colored hair. Or in rarer cases that she is very traditional or conservative with her appearance, like in Maria-sama.
I do agree that a longer skirt look is nice though, around knee length.
I did not know that about the ankle long skirts (I guess it was popular in the 80's), I can kind of understand it though. Fumi's skirt right at the knee is great though, you're absolutely right.
*simple side note: I also really like it when tomboy characters wear sports pants with their short (anime style) skirts over them.
