20 is the age of majority in Japan. It was lowered recently to 18, but it's stays at 20 for drinking and marrying without parents consent.

But age of consent for sexual relationship is 18 in most prefectures, or even lower.

I don't see why she would be afraid to be arrested.

I get that below 20 you were, until 2018, considered a minor. But come on... seeing Enjo Kosai, it looks likes it's not even a real problem.

All I see is that before 20, there are some limitations to legal competency. But for all other purposes, a person over 18 isn't considered a child (but not yet an adult?)

That makes teens that are 18 or 19 in a strange place, but I doubt it's illegal to have sex with them while being older.
