That's not really heterophobia. This is a site that predominantly caters to yuri fans. So even if the site does have the occasional het or yaoi upload it's to be expected that plenty of people don't like it and aren't thrilled to see it.
That's incredibly unfortunate that you've resigned yourselves to accepting this behavior from people. And yes, it is heterophobia. You don't get to give bigotry a pass when it's going in the opposite direction.
You are blowing things out of proportion. First of all, people who in the past whined about het works being uploaded here, or het being present in this work or that work, actually have been dealt with by the staff when they went overboard (you will, however, get disappointed if you expect every one-liner to be dealt with). I have even seen site Administrators stepping in ("why is this hetshit being uploaded??" "I decide what gets uploaded").
Secondly, I feel you missed the mark by using the term "heterophobia". I doubt that the people you are speaking against actually have a problem with heterosexual relationships in real life, or even in fiction. They just hate it in their yuri works, which is not quite the same as a phobia. Het complaints are annoying, especially since the tags exist and Dynasty is not, nor was it ever, a yuri exclusive site; it also hosts yaoi and pure het works, just in small quantities.
There are people who actually hate men and hate het, but they are not usually very subtle or brief about it. Such comments are a genuine rarity. The majority of het complaints are made by people who just whine about it interfering with their yuri, nothing more. Dynasty is a place that a lot of people feel attached to for whatever reason, so having things show up that they do not like would obviously draw that kind of whining.
Lastly, said whining is already covered by Rule 10, and I know for a fact the staff is taking it seriously. Your attempt to cram it under Rule 11 is redundant and actively unhelpful, as is demonstrated in this very thread.
