She's not wearing it in this chapter. That panel was a flashback to chapter 3, which was the only time she actually wore it. Yuhi was just trying to steer the conversation into how she's good at undressing people, because she's still looking for every excuse to get Sakurako to have sex with her. Her trying to take her bra off was very deliberate and calculated.
