Well the tag says "non-yuri" story. This might her be a yuri story, though unrequited. Unclear.

I'm not ready to say Tsukino doesn't love her back. We've gotten no real indication about how she actually feels, outside of the fact that she seems to genuinely like spending time with her. Her reaction to the marriage proposal was quite positive too, she just didn't tell Himeno.
