I've seen ancient evils in JRPGs that aren't as heinous as the dowager.

I think the Dowager will probably be able to weasel her way out of consequences this time (just have an underling take the fall for her while she distances herself from the events), but she will eventually be caught doing evil mom shit and I can't wait for the resulting comeuppance.

Love has never been accused of making people clever, quite the opposite. But regardless, handing her that kind of power over her certainly would count as the absolute highest show of trust one could possibly make. But yes, I would expect the empress to show her reciprocation of that trust by burning it anyway.
