This is a yuri comedy manga where like 3/4 of the main cast seems to be gay... so yeah, there is probably going to be some comedy revolving around gay stuff. I may be going out on a limb here, but there may also be some lesbian romance stuff as well.

Yeah, it's Kansai. I'm not sure I can say for sure where specifically she's from, but I suspect it's Osaka. And if you like her now, you're going to love her later.

It'll probably sound bad to put it this way, but I love idiot characters, and it's so great that, like, more than half of this cast are airheads, idiots, or utterly ridiculous in some other way.
