If you infer sex, then I'd assume less than this genre / tag makes it seem like.
If you go just by "offering company/entertainment for cash", probably a lot, mainly in the bigger cities. It's been a while since I last really thought about and researched the topic, so my memory is a tad foggy and information possibly not up-to-date.
At least for Japanese culture, it may even make sense - keyword: geisha (who are not whores but paid escorts and professional entertainers, above anything else - sexual desires were historically fulfilled by specialized curtisanes - 90% of the hentai related associations stem from wishful-thinking ... and some WWII cultural clashes and the so-called "geisha girls" emerging at that time (not actual geisha!). An actual geisha can/could chose to have sex, but is not necessarily contracted to do so).
The initial deal in this manga didn't seem to have included any sort of physicality, which by my understanding is how this goes. I think, actual prostitution (sex for money) isn't legal in Japan, but this sort of "company offer" may be a gray zone...
Sure, there may be 'vocal minorities', a few who abuse this system, but I think to recall, that it's usually merely company that's expected; to counter the loneliness of anonymity in bigger cities / for males (and occassional females) who lack the time or social ability to find companionship naturally.. or just want a pretty young girl be nice and cute towards them for a while. The exemptions from the rule may be what's got this stigmatized, however. But it's really supposed to be a plantonic escort of sorts.
