There's some Lobotomy Corp/Song of Saya situation going on and we the reader don't get to see the real Sakura (who presumably looks normal) but only a cutesy facsimile. That'd explain her inconsistent height and why nobody comments on her apparent age.

[Ch 60] I feel like this is the first time I've actually acutely felt the age gap is weird.
Sakura says a very child-like "I'm not supposed to talk to strangers", and for whatever reason because she said that to Saaya's mother I really re-assessed the age gap ("only" 6 years, but between a (AFAIK) 17-yo and 23-yo)... which, were I to be honest, if this were Real Life (tm) I would probably be pretty squicked about - regardless of genders involved.
I don't know why it hit so hard this chapter, but suddenly I was less okay with the age-gap - both mental and chronological. This coming from someone who likes My Maid Mel and has no issue with that age gap and power imbalance (no, I can't explain that either).
This makes me postulate that Sakura is kind of weird as a character, because she is 1) living alone, 2) not going to school, 3) gainfully(?) employed(?), and 4) significantly naive and ignorant. None of those things gel with "17 years old" and unless she's been homeschooled (is this a thing in Japanese culture?) I don't know how she would be "like she is".
Maybe I just said all this to say, that Ch 60 finally broke my suspension of disbelief and now I'm looking around wondering how I got here?

With her friends and THE FACILITY in mind, this could be the first time Sakura has ever had a stranger ring the intercom, at least when she would be answering it. I am now thinking about the other side of the gap, Saaya comes off more mature and world-weary than most at 23. Chiharu might be the only character who seems her age.

There is some indication that there are things about Sakura's past that make at least some of it make sense, but we're only getting that backstory in rather tiny dribs and drabs. I don't really care, though, because she's adorable.

I think it's just the art. Same thing with Sakura looking like a little kid compared to Ruka who's the same age.

So when is Sakura getting a back tat and starting her Yakuza arc?

And yet somehow it continued to be fairly wholesome. I am impressed.

High School is optional in Japan. And her work is probably under the table to some degree.
Homeschooling is not officially recognized, but enforcement of attendance is fairly inconsistent, so it's a gray area. Legally kids have a right to an education, not a requirement to attend, and fines are rare. Teachers might visit the kids home to check on their welfare if they keep missing class. Some kids who are e.g. bullied or traumatised might refuse to go to school long term.

according to the old version of the comic, iirc her parents left her a lot of money when they walked out of her life and she only got sporadic check ups while spending most of her time at the apartment until the Boss Lady found out about her
