My theory is that they're not really homeless, just stupid and dramatic.
This is a really charming little manga.
Rather than homeless in the way we'd think of it in the west, they're likely all runaways. There hasn't been anything implying they have to do sex work the way real-life runaway teens in Japan usually end up being forced to do (they're broke all the time anyway) but it's a little hard to say just how heavy the manga is gonna be in the end with Ozaki's memory loss remaining unresolved.
They’re 'Toyoko kids'. Basically, they’re runaway kids in Tokyo who’ve left abusive households or difficult situations. They find groups of friends on the streets who they can relate to. Their unique fashion styles reflect their rebellious selfs and rejection of traditional norms.
