Both hosted elsewhere. These are Romance and fairly straightforward, I wouldn't call them evil exactly but they're definitely about mental health and some pretty questionable characters. There's also stuff like After School Love Affairs which is more, awful girls being awful to each other. There aren't too many Yuri stories about questionable characters and there aren't many about things other than Romance either, so it's a tough question :)

If you ask me, you’ll have a lot of luck finding those evil stuff if you just look at the top rated Korean Manhwa. (On batocomics, of course, they have a bunch of those, and you can search for their “GL Anthology” for what you want, I speak from experience.) Of course the average “main characters are morally grey/morally evil” about Yuri on there is often tied to infidelity or being a player in general, but you can definitely find the ones to your liking, whatever kind of evil you’re looking for. It’s almost always super obvious at first sight.

I do have to say that “Love Thy Neighbor” is practically the definition of Toxic Yuri. “I Love Amy” isn’t really that evil, since the protagonists didn’t really do anything truly harmful if I recall correctly.
They’re both incredibly well done stories, though.

If it was just Manga, there’s also “Kitanai Kimi ga Ichiban Kawaii”. This Yuri is also rather toxic with some serious backlash, but also one of the classics.

In my experience, despite being very well set up for it, the genre rarely goes for the enemies to lovers angle. Usually there's little to no build up of the "enemies" phase of the relationship so there's no tension to resolve, and the MCs befriend their would-be-enemy because they gotta avoid the bad end/save the villainess/whatever.

The Daughter of Evil and Miss Devil does actually set them up as rivals (with a bit of irony) but I haven't read the official translation so I can't comment on how it develops further. Still, I find it's a good read!

In The Fed Up Office Lady Wants to Serve the Villainess there's some nice tension despite Natori and Lapis being on the same side (on paper), and the character development is great so far.

And finally, MagiRevo also has nice character growth though it's more fantasy-focused and the romance comes along rather than being the big central point (if you care about that). Also, you'll have to read it on Mangadex to stay up to date.

I actually am pretty intrigued as well. I have never really seen a “Villain x Hero” Yuri done well with the “enemies to lovers” route that took its time to develop the characters and is also serious in tone as far as I can remember.
But considering no one mentioned it yet…How about “Mage & Demon Queen”?
That one got some pretty good villainess x heroine route, even though it was mostly taken as a comedic approach.
Also it’s not hosted on here, might have some better luck on Batocomics.

As you stressed them actually fighting this narrows it down quite a bit as most don't really focus on the military aspects. But you should definitely check out Magical Girl Spec-Ops Asuka for a series then. (Either manga or anime, they're different but both good.) Besides that, you're probably best looking for some non-hentai yuri doujin for relevant games (Girl's Frontline 1?) though as with all doujinshi works, ymmv.

I don't know about anything with actual chainsaws (though individual images must be out there) and I'm not sure whether you want the MCs to be the one who get gored. Nonetheless, Rin: Daughters of Mnemosyne is quite brutal and generally an interesting watch. Being immortals, the MCs go through quite a lot of torture porn. (Fair warning though: one of the MCs is bisexual, and over the ~70 years of the story, spends an episode dating a dude. In general, sexual assault happens from men and women.)

Besides that: Kaguya x Mokou is your friend. Unfamiliar with Touhou? They both are super-powered immortals who spend their time killing each other for fun. Hourai Fixed-Point Observation Record is a must-read in its ethereal, brutal beauty. Make sure to check out the images with them for a quick fix.

• The Bizarre Pair. Ever wanted your slice-of-life comedy manga to be about two completely disturbed lesbians who constantly fantasize about immane violence? I got you covered.
• I’ll Be the One You Wish for Me to Be mostly because it reminds me of Our "Love" is Disgusting. It's been running for over a year and nobody can yet tell whether one of the MCs is cis, trans, GNC or just really into cross-dressing, but it's a damn gay rollercoaster.

btw opinion, Yuri is kind of underated? (by kind of, ik there are bunch of Yuri lovers community) but in irl everyone yaps about yaoi, yaoi that, yaoi this, (not that its bad or anything?) but...yuri

I don't think Yuri is underrated nowadays, if anything it may be doing better than Yaoi compared to the past decades (but I don't follow Yaoi to be sure about that).
Fujoshis tends to be more outspoken, and of course IRL conversations will be skewed depending on who you happen to be around IRL.

yeah mayhaps you're right, but maybe it really does depend on the fandoms and people, but most fandoms I'm in (bungo stray dogs, Hellsing ultimate, hetalia) and the most famous ships are like yaoi or straights...Hetalia has some pretty open yuri ships but its kind of underated...
