Her name is Unabara Touma, apparently. (Chapter 3, Page 2: some of the girls say "I want Unabara to pat my head too~")
As for the first point, I do believe it is... I remember there was a girl named Touma in Minami-Ke as well).

I had to read the Chapter 5 title twice! I thought it said "Tomboy and Gyaru just eating each other." I was like, "That escalated quickly!"
