...On one hand, it's probably just the author keeping the specific numbers vague, but on the other hand, it's Japan.
I wouldn't be too shocked if they were actually trying to imply she weighs only 8kg.

...okay that is weird. Around the only even remotely sensible in-universe explanation (aside from the scale simply being broken) for that kind of number I can think of would be if it's in British stones but who the Hell except Britfags uses those for anything...

Well, I just assumed that 8 was the last digit. Her actual weight is only mentioned later, but it wouldn't be weird for a girl to react like that to being 4kg over what she thought she was. They also had measurements taken at the beginning of the school year, but the weight part of Kei-chan's sheet was covered up.

(Most likely, as someone else pointed out, 48kg.)

The whole "I wouldn't be surprised if her weight was really listed as just 8kg" thing was just a dig at how Japan has a sort-of cultural obsession with trying to act like everyone weights next to nothing.

Ya, but specific the way it's spelled out there ("8...") gives the impression the eight is the first number and the rest omitted which is confusing.

I'm not sure exactly what's to dig at here. I don't know if I would call it a cultural obsession to be concerned with your weight. It's certainly a better habit than the Anglosphere's obsession with weighing 150kg.
