I kinda interpreted it as the short-haired girl knitted the scarf with just friendship in mind, but it still means a lot to Rui. It's not a happy ending. Rui is just happy.

I'm guessing they've known each other for a really long time, or Haruko just assumes that Rui's straight since in the first part Haruko thought she was dating some guy
