The light-haired girl was the "delinquent," which here just refers to a student who doesn't follow the rules. She probably dyed her hair, is wearing jewelry, has painted nails, has "revealing" clothing (by which I mean any amount of cleavage is shown), etc. All of these are against typical (or stereotypical) Japanese school rules.

The 'delinquent' girl is more akin to a sterotypical "bad girl", with her light-colored hair and no necktie. It's more of a superficial take on the delinquent trope, but that's anime for you.
