AFAIK it's a doujinshi, so no, it's probably not official.

This is amazing. Though, I have never watched any of the Pirates of the Car. movies or anything.

I don't think you need to, because it doesn't seem to be related in any way to said movies. It's just a play on the movies' title since both are set in the Caribbean Sea.
