As amusing as Nico's leap in logic was, I can't shake the feeling that something was lost in translation, like the word for hair or the phrase in which Maki used it could have had a cultural meaning that could possibly hint at something else. I mean sure, Maki is acting nervous and Nico is, as others have pointed out, young and horny, but Maki is playing with her own hair as she says it. She has a habit of playing with the hair on her head, and Nico wears a specific hairstyle that attracts attention and bolsters her idol image. How is the hair on one's head not the first thing that comes to mind when someone says hair?
Edit: Maybe a prequil scene with Nozomi teasing Nico about her lack of development may be something that would help explain why such things were already at the forefront of Nico's mind?
