Genre tags are decided by the publisher, I think. Maybe Kuzushiro's works aren't marketed as yuri because they don't focus on romance. Maybe the fact the most of the relationships start as platonic and only become romantic later as the characters come to know each other make not "romance". Which you would think is normal, but I guess in the majority of the romance genre the main pairing is expected to be set up since the beggining.
