I feel like she's been adopted by the yakuza, and kept sheltered from the world.
Her parents divorced when she was a child, and virtually abandoned her after the split. She'd only had sporadic adult supervision for most of her life, despite having no other physical needs.
If the character relationship map from the Saaya and Sakura version is still accurate (https://dynasty-scans.com/images/24710), then Chiharu is both her Guardian and her Boss, and Ruka is in a similar situation (but is actually asked to do the "shady work" of their company, while Sakura is treated like a mascot). Also "they divorced and then I never saw them again" sounds kind of like telling a kid their dog went to live on a farm. I wonder if her parents were rich yakuza members who died or went missing or to jail, and Chiharu took care of her while sheltering her from the world.
The implication was more that Chiharu hired Sakura in at some later point and fonctionnaly became her guardian because she had no other adult doing it. And Sakura started seeing her like a mom as a result.
The one referring to Chiharu as her caretaker is Saaya and it's more in "I guess that's how it is".
We also don't know how shady exactly is the job Chiharu and Ruka is. It could be a legal but not particularly nice.
Meanwhile, Sakura was the one mentioning her parents left, so i assume she saw them leave or they told her her they were leaving. If it was a "sent to a farm" situation, there would be no reason to say they split up specifically, especially since "you parents ditched you" isn't exactly nice either. It's more likely a My story of being loved situation when the parents didn't want the child in their new life with their new paramour.
And of course, the backstory could be different in this version.
