Yes she is and very much so. Anime hasn't gotten there yet. First season doesn't get into many of the relationships. As for where to continue from: chapter 25.

^^^ I would say there is some slight foreshadowing of this in the anime as well, but it's easy to miss if you're not aware of later developments. Some of Kaoruko's reactions and blushing make much more sense when you know about her feelings.

^That's an interesting perspective, though for me the heart series is the relationship of Cocona and Papika. So they're very much my OTP and are very central to my whole enjoyment of the series.
