I like the implication from Yatsude that this isn't the first time Fuji's done something dumb like this.

I've seen people piss away so much money on crane games. The cranes always blatantly intentionally drops the item so many times so I don't really understand what about it is so enticing.

No. They either had coin changing machines (dispensing either coins or tokens) or the attendant dispenses them herself. Or Fuji was carrying 500 yen coins, though this is less likely.
