The best way to dispose of Plutonium as a civilian is probably to hit up a local hospital: given that there are still Pu pacemakers they are required to take back if the owner doesn't need them anymore. Especially one with a nuclear medicine department will have plenty of waste they need to handle (or at least are supposed to, keyword Goiânia) and contain temporarily. They might ask icky question though.
But the actual danger depends on the isotope. Plutonium-238 would already be over critical mass (<10kg) with the size of the box, whereas naturally occuring Plutonium-244 is ... honestly not worse than uranium glass.
