For some couples yes. Some people refer themselves as pillow princess where they receive but never give and then there are others that refer themselves I think it's stone butch? Where they give but never receive. I've noticed in a few mangas that think a bit heteronormative where one girl has to be masculine and the other feminine if not the relationship doesn't work and I'm like bruh...

Yeah, it does, but rarely. Usually, from what I heard from my local lesbian community, if the girl doesn’t want to do anything in bed and wants only to receive, her partner will probably break up with her after several sexual acts. Vice versa, if she doesn’t allow anything done to her, it is considered that she is shy, and most of the girls will try to make her open up and allow it.
But a situation like in manga happens sometimes anyway.
